I was cleaning my pond pump today and something on the outer casing they are very small not more the 1/4 to 1/2 inch in size blobs of clean sacks, clear to milky color with little clear bubble looking dots inside this sack. I am wondering what this is? is it snail eggs? or Koi eggs? as they have to be eggs of some sort.

Of the two, probably snail eggs, I think. Fish eggs are not normally laid in clear sacs.

Thanks, That is what I am thinking too, as my Koi fish are not of the age to lay eggs yet plus theirs should be individual eggs not a bunch in one sack. So I would have to agree on snail eggs. I find out soon as I removed a group of the sacks and put them in to a specimen container to see what they hatch in to.
